Contract Role: Package Manager – Artificial Nesting Structure & Offshore Reactive Compensation Platform


Outer Dowsing Offshore Wind, a joint venture (GTR4 Ltd) between Total Energies, Corio Generation (a portfolio company of Macquarie Asset Management operating on a standalone basis) and Gulf Energy Development have the seabed lease rights from The Crown Estate to develop a 1.5GW project in the UK southern North Sea. The project is in the Development Phase with the aim to achieve all the necessary consents and complete the necessary surveys and engineering to enable the project to become operational before 2030.

Outer Dowsing Offshore Wind is looking for a Package Manager who will work with the Project team to deliver structures for the Artificial Nesting Structure (ANS) project requirement, and the Offshore Reactive Compensation Platform (ORCP).

These are key packages within the Project delivery, and the candidate shall demonstrate a suitable track record in delivering satisfactory outcomes for EPCI packages.

Role description

The Package Manager shall report to the Senior Project Manager and shall work closely with the rest of the Project team.

The position is in London with flexibility to work from home or elsewhere with regular visits to London Office (Farringdon). Frequent business travel in UK and possibly further afield may be required for this post.

The successful candidate will have overall responsibility for the development and delivery of both of these packages to specification, with attention to budget and adherence to HSE and quality, while planning pro-actively to meet key Project milestones.

Previous offshore wind experience is not essential. However, the candidate shall have a background in EPCI delivery, with familiarity in offshore construction, and associated offshore structure design and fabrication knowledge.

These packages necessitate close coordination with other teams, both technical and non-technical, to deliver effective solutions. Consequently, the candidate shall be a strong communicator across disciplines and effective at finding consensus across multiple disciplines.


  • Manage and deliver the ANS and ORCP packages within objectives of Project HSSE, budget, schedule, and specification,
  • Develop a package strategy, with the objective to develop a reliable technical solution, optimising LCOE, and respecting Health, Safety, Environmental and Quality requirements,
  • Overall responsibility in the coordination of the day to day activities of the package,
  • Management of the package schedule, progress, and expenditure against budget, including reporting on progress status and highlighting any issues,
  • Define and implement activities relating to certification and ensure compliance with regulatory requirements,
  • Estimate CAPEX and OPEX to feed into the business model,
  • Ensure that the package’s risk profile is understood and appropriately managed with the support of the project Risk Manager,
  • Develop and implement the procurement strategy for the package,
  • Establish contacts with the supply chain, evaluate their capacity, and ensure that fabrication and logistic optimization and constraints are taken into account in the design process; carry out RFI processes where applicable,
  • Draft and manage the drafting of the required ITT packages,
  • Assess contractor proposals, coordinating and assisting in negotiating contracts,
  • Procure and manage the detailed design, ensure that the design optimizes LCOE, takes fabrication and installation constraints into account and meets all requirements in terms of Health, Safety, Environment and Quality,
  • Coordinate and interface with all members of the JV as necessary in support of the organizations objectives,
  • Liaise with experts within the wider shareholder’ entities,
  • Ensure interfaces with other packages, contractors and stakeholders are identified and appropriately managed,
  • Ensure consent requirements are met,
  • Ensure requirements in terms of Quality and HSE are met,
  • Internal reporting as required.
  • Manage interfaces within the project, and interaction with supply chain via tendering and procurement activities

Minimum requirements:

  • Have a recognised degree in an engineering discipline, with extensive experience career development in construction management, package management, or EPCI delivery.
  • Have strong relationship management skills.
  • Excellent written and oral communication skills in multicultural environments, with the ability to enable effective discussion and cooperate with international partners in a constructive manner.
  • Ability to proactively drive positive change.
  • Highly proficient in spoken and written English.

Specific Role Competencies:

  • Experience in managing work under CDM Regulations, Health and Safety at Work Act.
  • Knowledge of the relevant regulations, codes and standards.
  • Previous experience and knowledge in offshore construction is preferable.
  • Strong commercial, contracts and negotiation capability.
  • Knowledge in offshore construction programme development as well as the interfacing packages schedules.
  • Proficient in basic Microsoft packages (Word, Excel, PowerPoint, Project).
  • Facilitates and supports creative solutions to problems.
  • Ability to work and deliver against challenging constraints.
  • Excellent organization skills with the ability to manage own workload, meet timescales and coordinate a number of external and internal stakeholders, sometimes under tight timescales.
